A vanity plate must *start with at least two letters*; only the count is encodable here, not the position, so a combination such as 1AB passes here but would be refused by the RMV. Applies to passenger, camper, livery, bus and commercial vanity plates; antique-vehicle vanity plates are 2 to 4 characters and business vanity requests max 6.
